This book owes its origin to a visit to western and central Europe in 1946 after an interval of seven years. It seemed worth trying to analyse the condition of the Continent after the tremendous upheaval through which it had passed. But when one came to consider its prospects of recovery, one found that it was impossible to assess them without going much farther afield. The peace and prosperity of Europe now depend as much upon its political and economic relations with the United States, the British Commonwealth and the Soviet Union as upon the efforts or desires of Europeans themselves. I was therefore inexorably driven to undertake a more comprehensive and ambitious task than I had intended. I realize only too well how defective a general survey depending on the knowledge and judgment of a single individual is bound to be, and how quickly it may be outdistanced by the swift march of events. It may be, however, that its very defects will stimulate some more qualified observer to produce a fuller and more authoritative picture. If so, I shall feel that my temerity has been rewarded.

I owe much to the Trustees of the Rockefeller Foundation, through whose generosity I was able to make the extensive journey in Europe, without which this book could hardly have been written; to the British authorities in Germany and Austria for the admirable facilities which they afforded me during my stay in those countries, and to numerous friends in Belgium, Czechoslovakia, France, Holland, Luxemburg and Switzerland for the trouble which they took to give or procure information for me. I am grateful to the editors of the Spectator and the Fortnightly for permission to use some passages of articles which I contributed to those periodicals.
