The original seeds of thought for this book sprouted in the summer of 1978, while for the first time I prepared my course, "Politics of Global Resource Scarcity," which I teach at Lewis and Clark College. My enthusiasm for the project was at least partially spurred by disenchantment with existing literature, whose paucity of explicit theory on international resources issues in general and on resource conflict in particular had become painfully apparent. Long after my subsequent article on transnational resource conflict appeared in International Studies Quarterly in March 1980, I began developing a series of working drafts of this book, and only in 1987 finally completed work on the case studies. I wish to thank Lisa Burnett and Annette Kelley for their considerable help and support on the project. However, slow gestation and long time lags are no guarantee of an error- free manuscript, and any flaws are my responsibility.
