Competitive elections are vital to any democracy. American elections and public policy making demonstrate many positive qualities but at the same time are beset with serious problems. As the essays in this collection make clear, we sometimes get what we vote for, yet often we do not.

This volume of readings on the linkage (or lack of it) between American elections and governing grew out of a conference (with the same name as the book) at SUNY College at Oneonta shortly before the 1996 elections. To the delight of both organizers and participants, the conference elicited a wide array, of scholarly presentations that led to two days of spirited discussion.

The genesis of the conference was a conversation one March 1996 Sunday morning among the editor, his daughter Carla Scheele, and her husband, Harold Augenbraum. We had just read another of what seemed to be endless accounts about a new law that suited American industries and political contributors but ran directly contrary to what the president, his party, and a majority of Congress had said they stood for in recent elections and polls showed the public favored.

"Have elections no meaning?" was our anguished question. "Why not write a book?" asked Harold. "My expertise isn't wide enough," I responded. But I knew that expertise existed, and a conference might be the vehicle to tap it. So the conference grew out of the convention, and now this reader, with articles updated to late 1998, results from the conference. If the reader elicits thought, discussion, and action, the effort will indeed have been worth it.
