Change is both a blessing and a curse. In a world of tempest and sweeping change any book on international affairs must lack the latest treaty, the latest government declaration, or the latest plan for an international organization. But what really counts, I think, is that the student of world politics appreciates the direction of change and the courses of decision which have been opened for our generation by the long pull of history.

This book, therefore, does not try to be a seed catalogue of international organizations, copying in dull detail every charter, meeting, or diplomatic delegation, for such a work would obscure the true objective of the study of international law and organization by mistaking events for movement, by emphasizing items rather than composition. I have, instead, attempted to portray the development of international organization along constitutional lines with attention to procedure and law, hoping to indicate a potential, though by no means inevitable, growth toward world order.

Important as the UN may be, for example, it is here regarded as a part of a more vital process which has been going on for centuries. Therefore, the Concert of Europe, the League of Nations, the international administrative agencies of the nineteenth and twentieth centuries, and the regional international organizations share the space of the text so as to impart a sense of the real achievements as well as the frustrations of international society. To secure peace under international law, we ought to know in which directions international organization can move; I sincerely hope that this short history will contribute to that understanding.
