During the past few decades the position and attitude of the Catholic Church in the United States on a variety of subjects has been more and more closely scrutinized. Her unceasing labors in alleviating human want and misery in the form of hospitals, orphanages, foundling homes have attracted universal approbation; the uncompromising position she has taken in certain areas where she has felt her basic teachings were threatened has frequently aroused opposition and sometimes open hostility. Censorship, divorce, birth control, education are some of the areas of human activity in which her stand has been questioned and opposed.

In the final analysis, these areas of disagreement are but segments of an all-encompassing problem which should be studied to place these subsidiary problems in their proper perspective. This problem is simply: What is the role of the Church in the modern American democracy, and specifically what is the position of the Catholic Church in our society? A reasonable answer to these questions is desirable, and even essential, if a rational consideration of the component problem areas is to be of any value.

The problem of the relationship between Church and state has occupied men's minds for centuries. With the dawn of the Christian era, the emphasis of Christianity on the dignity and worth of the individual, and on the primary allegiance of man to God rather than to any human agency, immediately posed the problem of the relationship of man's supernatural allegiance and his functions and duties in a man-made society. Granted that man's ultimate and all-encompassing goal is to attain heaven, it is still a fact he has a life to live on earth in association with other men--a fact which requires a government administered by men.
