There has been an insistent demand upon me from all parts of America for addresses on the progress of prohibition law enforcement. Many earnest inquiries, too, come constantly from all quarters of the world for accurate, information; and magazines and various publications every day solicit contributions on the subject.

For over two years I have devoted every ounce of my energy to the task assigned me by an administration interested in and committed to an honest, fearless, energetic enforcement of the law. I have delivered as many addresses as other multitudinous administrative duties and physical endurance would permit. In the main, the press has shown increasing tendency to be really avaricious for a certain type of prohibition news and has also carried a vast deal of accurate information. Yet the general interest is such and the demand so insistent upon me for a simple, accurate story of the progress of this great movement, as sensed by one intimately familiar with its history and in closest touch with its various stages, difficulties, successes and outlook, that it seems to me through this channel the public and the cause can best be served.

I shall endeavour to tell the story as it is, without bias, prejudice, or bigotry. Indeed, no imagination, no enlargement upon fact is necessary to cause it to grip the attention and thrill the most casual reader, for the progress of this great governmental policy constitutes a most thrilling, amazing, and convincing chapter of history.
