The focus of this book is a society as it functions. Emphasis is on the dynamics of the culture--the presence and impact of forces for change, the constants of attitude and behavior, the abiding values.

The volumes in this series are based in part on handbooks prepared for the government. Specifically designed to meet an urgent government need, these handbooks were not the product of original research but rather a collation and synthesis of the best and most authoritative contemporary materials, published and unpublished, about the societies selected. As the work progressed, engaging several hundred scholars at some twenty universities, it became evident that the resultant handbooks were for many of the countries the only available studies from current materials of an over-all character. A growing interest in the studies led us to consider their publication.

A real dilemma confronted us at this point. Following the contractor's explicit instructions, the writers had omitted the footnotes and citations customary in work of this nature, but the formidable amount of research that would be required to add this documentation was precluded by a lack of funds and the dispersal of the original scholars. There existed, however, such practical justification for a greater circulation of these studies and so insistent a demand for their publication from area specialists as well as students and nonspecialists that it was decided to proceed despite this limitation on their usefulness. An attempt has been made to cite in the acknowledgments and in the recommended reading list at the end of the volume those works that proved most vital to the writers and editor. It is sincerely hoped our readers will take a lenient attitude toward this aspect of the series.
