Political Process: A Functional Study in American Government is written for the layman and the student rather than for the expert. Like many of his colleagues in political science, the writer has been faced with the problem of integrating the materials of his discipline with those of the other social sciences. In the teaching of undergraduates in American government, especially, has the necessity for departure from well-worn paths made itself felt. Good textbooks are plentiful; but their emphasis is in the main upon the form and structure of government rather than upon political process. This present study attempts to analyze some of the major forces, social, economic, as well as political, which actually condition and determine the way in which the machinery of government operates. The materials here presented have been used, as a rule, for the first part of a course in American government, with the latter part devoted to the treatment of the more formal aspects of the field.

This volume can in no sense take the place of more detailed and specialized studies in the various subjects covered. Selected reading references are to be found at the end of each chapter. For errors of interpretation the writer must assume full responsibility; but if the main approach to politics which is stressed appears clear, one goal at any rate will have been achieved.
