In offering a new history of American foreign policy to the public, the author owes some explanation of what he has tried to do and how his work differs from several excellent surveys already in print. An outgrowth of over twenty years of teaching and research, this volume seeks to provide an organization and emphasis suited to the needs of the general reader and college student of the 1960's. It reflects a conviction that the drastic changes in America's international position in the last two decades and the complex problems facing its citizens today have rendered obsolete the traditional treatment which devotes as much space to the intricacies of the Maine boundary and Newfoundland fisheries disputes as to the controversies over arms control and divided Berlin. It recognizes that practical considerations also dictate a fresh approach. No longer can a scholar encompass in a single usable book or a teacher complete in a single year's course the entire sweep of United States foreign policy from 1775 to 1961 without subordinating some periods to others.

I have chosen to subordinate the early period and have therefore been relatively brief on developments prior to 1889, so as to deal at length with events since that date. Yet to compress is not to slight, and by giving up a chronological coverage of the republic's formative years, I feel I have been able to set forth more fully than other writers the principles and practices of that era which continued to shape American foreign policy in the twentieth century. Omitted are the details of treaties long since superseded, of border clashes long since resolved, and of expansionist projects long since consummated or abandoned.
