The year 1928 marked the passing of the first decade after The World War, and by coincidence it was also a presidential election year. Circumstances indicated that the next administration must assume responsibility for a marked degree of reshaping of public policies. It seems an appropriate time, therefore, to make some evaluation of what has happened in these ten years. It is not only appropriate; but, since the World War, the public demands that history be brought down to the present.

In the selection of materials no two persons would agree on what should be included. Neither would there be agreement on the method of treatment. Time and space impose their limitations also. The author has chosen to depart from the traditional narrative methods of presentation and has treated each line of policy by tracing its development through the period as an individual problem. By this method the direction of change is more definitely revealed. Social and cultural aspects of history as such have been omitted, but not because of any lack of appreciation: of their importance. It is only by limitation of subject matter that reasonably adequate space is available for treatment of such material as has been included.

In writing a history of so recent period one must necessarily depend much upon the writings of others -- such books as have been written on particular problems, periodical literature, pamphlets, and newspapers. No footnotes have been used, and no attempt has been made to give complete bibliographies. The specialist would want more than could be given, and the more general student would not need them.
