ACT ONE

SCENE I

SCENE: An entrance hall before a council chamber in the palace at Whitehall. The entrance to the council room is closed and four GUARDS with halberds stand at either side. A small door at the left of the entrance is also shut. It is early morning. The guards stand immobile.
