This volume on American metropolitan problems and ideas grows out of two of my major efforts of the past five years. These are, first, an extended study of government in our metropolitan areas, financed by a generous grant from the Edgar Stern Family Fund and made with my colleagues at the Institute of Public Administration in New York and from seven university campuses--California, Chicago, Duke, Harvard, North Carolina, North- western, and Tulane--and, second, a series of five formal lectures delivered at the University of Michigan in March 1960, as the tenth in the series of William W. Cook Lectures on American Institutions.

William W. Cook was a notable and respected member of the New York bar, a graduate both of the College and of the Law School of the University of Michigan. Some years before his death, and before his great benefaction to the Law School of his alma mater, I had the privilege of knowing William W. Cook and discussing with him, in his New York law office, various problems of American government. He was a man of strong views, high ideals, and deep commitment to American institutions. He interpreted "the law" broadly, and was equally concerned with the other aspects of what we now call "social science."
