These recollections do not purport to be a detailed record of my years in government service. Essentially they are of a personal and informal character, set down for the especial benefit of my family.

The early chapters are, for the most part, mere glimpses of events which impressed themselves on my mind and which I have attempted to describe largely from memory. It was not until the later years that I kept a diary, and when I did the amount of material included varied greatly. The portion covering my sojourn in Rome is voluminous, whereas the accounts of my experiences in India, in Palestine and in London with General Eisenhower are based upon notes made at the time which could hardly be called comprehensive. Likewise the chapters devoted to Italy should not be considered a chronicle of the steps leading to Italy's participation in the war. They are, rather, a brief resumé of my activities during that interval. In sum, this is not a scholarly treatise. But viewed as a series of sidelights on the practice of diplomacy in the first half of the twentieth century, parts of the narrative may be of interest.
