The accusation is being persistently made by many persons in this country who are generally respected for their intellectual attainments, moral integrity, and political astuteness that the Roosevelt Administration has adopted measures, is pursuing policies, and is engaged in activities, which are intended to transform our political institutions and to remodel our social and economic order, in a manner absolutely incompatible with our traditional American ideals. It is being claimed that the New Deal has a clear and definite tendency toward the Totalitarian State, in one or other of its modern European versions: Fascism, Nazism, or Sovietism.

No more serious political accusation could be made against any individual or group, either in or out of public office, and its seriousness demands that the accusation be studiously investigated.

Having personally witnessed the early events which led to the triumph of Mussolini and of Hitler, and being more than just theoretically acquainted with their technique and objectives, this accusation aroused in me such an interest that I resolved to explore the teachings and to analyze the activities of . . .
