It is with great pleasure that I introduce to the readers of this survey-- and I hope they will be very many--the result of research in the field of the refugee problems of today, made possible through the farsighted generosity of the Rockefeller Foundation and carried out by a team of investigators under the able leadership of M. Jacques Vernant. From the day I assumed office I felt the need for an independent and scientific survey of the refugee situation. The Rockefeller Foundation, in enabling me to have such a survey carried out, has rendered a great service to many governments, many interested individuals and, last but not least, very many refugees. I should like to pay tribute to M. Vernant and his colleagues for the zealous devotion they have shown in this task. As M. Vernant points out in his foreword, he alone is responsible for the contents of this book, of which I am no more than a deeply interested reader. I should like to express my firm conviction that The Refugee in the Post-War World is a most valuable contribution to the understanding and evaluation of what still remains one of the most tragic humanitarian problems of the post-war years.
