In January 1941 the World Peace Foundation launched a new series of publications under the general title America Looks Ahead. The primary aim of the series is to provide the American people with expert but condensed comment on some of the more important international issues which they are called upon to face as the result of current wars in Europe and Asia.

This present study, ECONOMIC DEFENSE OF LATIN AMERICA, is the third of the series and follows earlier studies on the relations of the United States with Australia and with Canada. Fortunately, the Foundation was able to secure Dr. Percy W. Bidwell, Director of Studies of the Council on Foreign Relations and an outstanding authority on international economic relations, to make this analysis. Dr. Bidwell, formerly attached to the United States Tariff Commission, is the author of "The Tariff Policy of the United States" and other works on the trade and defense policies of the United States, and needs no introduction to American readers.

The Trustees of the Foundation, who sponsor the America Looks Ahead series, have asked Dr. Bidwell to make his own interpretation of what has become one of the most important and intricate problems facing this hemisphere. They are not, of course, to be identified with all or any of the views presented, but they commend them to the reader as the viewpoint of a well-informed and able American scholar.
