During the years 1947, 1948, and 1949, the Department of Government at Wesleyan University asked me to come there to give a series of talks to the students on the so-called practical side of politics. The men who taught government courses in the college thought that the day-by-day experiences of one who had served the Government in several different capacities would helpfully supplement their courses dealing with the history and science of government.

This book is an effort to put into readable form the subject matter of those lectures. The writer hopes that it may be interesting and useful to students of government and to others, and that it may help, if even in a small way, to stimulate the interest of younger people, and older ones, too, in public service.
