The members of the Twentieth Century Fund Study Group were able to spend only six weeks in Costa Rica during April- May 1950 and a brief additional period in December, when one member of the group visited the country to assemble further information. It would be presumptuous of them to assume that they had sufficient wisdom and competence to present an adequate appraisal of a nation's economic accomplishment and prospects in that brief time.

The task would have been impossible without the cooperation of Costa Ricans, in both private and official capacities, who are sincerely devoted to the betterment of the living standards of the citizens of their country and are ready to welcome any assistance offered in good faith. The Study Group is heavily in debt to President Ulate, to many officials of his government and to private citizens of various political faiths, for their courtesy, patience and hospitality in making its work as fruitful and pleasant as possible. Many of the data and ideas herein contained were borrowed from these sources, though the Study Group alone should be held responsible for its conclusions, and for any errors of fact and interpretation. This is in no sense an official document.

It has not been our intention to describe the economic life of the country in detail, but rather to present only such material as might be essential to an understanding of its development problems, and of how the Point Four program might help in their solution.

In spite of limitations, we hope that our effort will prove to be of use, both to our new friends in Costa Rica and to those in the United States and elsewhere who are charged with formulating and administering the program that Presi-
