The many changes which have taken place in educational thought and practice in the past few decades have had considerable effect on school administration. The increasing size of the educational enterprise, the sharp upgrading in the qualifications of teachers, and broadened concepts of the role of leadership are a few of the forces which are causing a newer definition of the administrative function, and a re-thinking of the role of the principal in the elementary school. The trend toward differentiation among schools in school systems, and toward greater autonomy for individual schools has placed the principalship in a position of key importance in the educational picture. Furthermore, forces have been at work in the world which have broadened and deepened our conception of the functional meaning of democracy, and have added urgency to the job of educating for it. Concurrent with this there has been a rapidly growing recognition that democratic administration is necessary to the development and operation of democratic education. This recognition of the need for democratic administrative practices has been evident not only in educational administration; it has left its mark on administrative theory and practice in business, industry, and the operation of public enterprises as well.

Throughout this volume, the authors have attempted to indicate some of the implications of these forces and trends for principals and supervisors of elementary schools. It has been the purpose of the authors to provide a broad overview of the kinds of problems faced by principals and supervisors, and to develop guidelines to action. The emphasis throughout is upon co-operative endeavor for the achievement of modern educational objectives by means of modern educational methods. There is an attempt to place the practical, everyday aspects of the job on a sound theoretical base.

The topics discussed have been grouped into seven major sections.
