Anticipating that upon a journey I took to Japan in 1920 there would be experiences of interest, I made a somewhat fragmentary record of the people I met, the things I saw and the events in which I participated. For ten years I have intended to put my notes in presentable form. But my excursions into the literary field are fitful; and the exactions of professional life leave little time for authorship. Upon a holiday, however, unhurried writing affords agreeable diversion; and so, in the summer of 1931, I brought to fruition my intention to write this book.

The progress of the Japanese people in the last quarter of a century in political, economic and industrial affairs and their cooperation with other Powers of the earth in international politics, cannot but excite our respect and admiration. Furthermore, it is clear that our own national aims in the Orient can be best subserved by bringing about good understanding and cordial relations between the peoples of Japan and the United States. But friendly cooperation with Japan in Oriental matters does not involve our taking a position which is anti-Chinese. If the policy of some governments in Japan has at times had the design of extending a hegemony over China, it will not be forgotten that the sovereignty of China over vast and important portions of its territory, has been impaired if not terminated, not only by Japan, but also by Great Britain, Germany, Russia and France. But public opinion in Japan has, as I think, veered away from the idea of hegemony and has favored the policy of friendly political and commercial relations with China. All of this is not to say that there will not continue to be sharp disputes between the two nations, such as those now occur-
