The present book is a historical contribution to the present discussion of democracy. As in my former works I have not hidden my personal point of view, but at the same time I have written entirely independently of every party or group interest. The book is intended to present primarily the practical political work of Marx and Engels during the period of 1845-95. For these two socialist leaders their practical policy was a continual controversy with democracy, so that, seen historically, the entire problem of "democracy and socialism" belongs to the history of these fifty years.

The concept and the general estimate of democracy have changed completely from 1845 to the present. It was therefore necessary, in order to make the political beginnings of Marx and Engels comprehensible, to present the early history of modern democracy up to 1845 in a short sketch. Finally the reader can justly demand that the threads of development should not be dropped in 1895, but that he should be assisted in constructing the connexion between 1895 and the present. The concluding part of the book is intended to serve this purpose.

How Marx and Engels thought at a particular moment of their political lives, and what purpose their actions pursued, can only be gathered from their contemporary utterances. What they wrote during the later periods of their lives concerning the past is sometimes one-sided, because it arises out of a changed political situation. Thus, for instance, one . . .
