This volume is an attempt to appraise the evolution of the Soviet State during the first two decades of its existence. The study deals chiefly with government and politics, but since communist theory and economic planning play an important part in the policies of the U.S.S.R. both were brought into the field of the investigation. I have also given a general account of the governmental and social structure before the revolution, for it is my sincere belief that it is essential to obtain at least some knowledge of the Russian background in order to understand the Soviet experiment. The study is based almost exclusively on official Russian sources. It was originally written as a part of Government and Politics in Continental Europe, edited by Professor J. T. Shotwell, a volume to be published by the Macmillan Company early in 1940.

The dates in Chapters I and II are given according to the old Russian calendar which is thirteen days behind the western calendar. In the subsequent chapters the western calendar has been used.
