The occasion of this book of essays is the recurrence of interest in international monetary and trade problems, and especially the official discussions now in progress looking toward the establishment of an international monetary stabilization Fund. These problems have been a chief interest of mine since my graduate student days, which ended not long after the conclusion of the last war. It has seemed worth while to bring together not only my recent papers on the postwar currency plans themselves but a selection from earlier papers which attempted to throw some light on the developments in this field during the interwar period. They do, I hope, indicate the background of my present thinking about the problem and may help to give some perspective to readers following the current discussions of it.

I have arranged the essays in three groups in order of their recency, but in each group it has seemed best to present the papers chronologically so that the reader may follow more readily the development of my thinking at these several stages. Actually the papers were written in that way, as outgrowths one from another. Writing usually in response to requests, it has been my habit of mind to take off from where I was the last time I tackled the subject and see what would come out with further reflection and the passage of time and events. One consequence of this order is that it puts at the end the paper on International Monetary Organization and Policy (1937) to which I had built up through various papers I have omitted, and which turned me into such a state of staleness and discouragement with the whole complicated and quite possi-
