This report on recent planning reforms in the Soviet Union stems from a larger study of the evolution on the Soviet planning system. The earliest period was covered in Planification de la croissance et fluctuations économiques en U.R.S.S., Volume I: 1918-1932, published in Paris in 1962 and since translated into English for publication by The University of North Carolina Press in the near future. A second volume on planning under Stalin (1933-52) will appear soon in French; and a third volume, on the most recent period, is in preparation. These, too, are scheduled for translation.

The purpose of this book is to present some preliminary findings on the most recent period while they are timely. The core of the book has emerged from a series of three articles: Les réformes de la planification en U.R.S.S., Cahiers de l'Institut de Science Economique Appliquée, Series G: Planned Economy (June, 1964), pp. 5-104; Les tendances réformistes dans la planification soviétique, Il Politico, No. 4 (1965), pp. 657-89; and Les réformes d'actobre 1965 et la gestion de l'entreprise en U.R.S.S., Cahiers de l'Institut de Science Economique Appliquée, Series G: Planned Economy (May, 1966), pp. 133-78. The material in those articles has been thoroughly revised and brought up to date as of October, 1966.

The Soviet planning system is today in flux, and a final assessment of the new system must await its general adoption . . .
