The collection of documents contained in the following pages forms part of the University of London Historical Series, and is designed primarily for the use of undergraduate members of that University, who are taking the economic history of the Tudor period as their special subject. Some attempt has been made, however, to include material which has not hitherto been available except in manuscript, and it is hoped that parts of the book will not be wholly without interest to students of more mature years. The present volume will be followed by two others, which will appear shortly. Volume II. will contain documents relating to foreign trade and commercial policy, colonial enterprise, shipping, monopolies, the money market, taxation, and the Poor Law. Volume III. will consist mainly of contemporary pamphlets and memoranda, together with selections from certain books not easily accessible. The great majority of our documents fall within the years 1485 and 1603; but we have included a few both before the earlier and after the later date.

The plan of the series to which the book belongs precludes even a summary discussion of the history of the period covered by it. Since the text is more important than the commentary, we do not regret the limitation. We may be allowed, however, to explain briefly the method which we have followed in choosing and arranging its . . .
