At the Second Conference of Teachers of International Law, in 1925, I proposed a course in "International Government." Since then I have experimented with such a course, making only slight modifications in the outline which I circulated at that time; and I am now prepared to believe that it is a useful course.

This book is planned to meet several needs.

It combines into one course the fundamental but not too technical principles of international law, and the institutions, organization, and problems of international society today. It thus provides a survey of international relationships which is comprehensive and constructive, but which does not wander too far afield. It is limited to what may be called the governmental aspects of international life, and does not deal with economic, psychological, or other such factors behind the scenes.

For the larger university, which offers a number of courses in the field, my own experience shows the course to be useful. It furnishes the preliminary training necessary for the technical or graduate courses in International Law or International Organization (which should not be undertaken without preliminary training); and it serves also as the single informative course which many students desire to take for the purpose of securing a general knowledge of the field, whether in a large or a small school. It should be of even more service to the small college, which can afford to give but one course in the field, and which does not wish to go too far toward technical law on the one hand, or too far into the wide field of international relations, on the other hand.

It is hoped that the book will be of interest to general readers, in or out of academic circles, who are interested in current problems of peace and international organization. It is intended to be sufficiently advanced to aid in a scientific understanding of present difficulties and tendencies; and the references furnished . . .
