One of the most unnerving predictions this country has ever faced is the recently heard alarm that we are on a one-way road to self-destruction through overpopulation. Against the background of unparalleled population growth in the developing countries, such terms as the "population explosion" and the "population bomb" have been increasingly applied to our own experience. Some environmentalists warn us that we already have far too many people in our country and that unless population growth is checked quickly we shall in the not too distant future, strangle ourselves to death by starvation, overcrowding and pollution. Some propose that couples must not be allowed more than two children even if it requires governmental coercion, permeating the water supply with sterilizing hormones, or other such radical solutions. The crisis they say is now.

The issue that has been raised then, is whether or not we have a serious problem of population growth. And if so, what, if anything, ought to be done about it. The unlimited production of people in this country has heretofore been encouraged as a healthy sign of economic prosperity.
