Now that Japan has launched her attack on the United States and British and Dutch Empires, the need for a cool-headed appraisal of her industrial sinews of war has become urgent and of vital concern to officials and private citizens alike. To meet that need and to provide reliable information on a subject where little is readily obtainable in English it has seemed desirable to make available the present analysis of Japanese industry, prepared under the auspices of the Institute of Pacific Relations. The study was completed only a few weeks before the Japanese attack and embodies much of the latest information available from both English language and Japanese language publications.

In these early days of the war when Japan by her surprise attacks has gained such spectacular initial successes there is a natural tendency to dismiss analysis of Japan's economic position as unimportant in comparison with her military and ideological strength. To estimate Japan's striking power solely in economic terms is, of course, a dangerous error-as indeed it was to judge Germany in 1939.
