It is a pleasant tradition in the academic community for the author of a book to record his gratitude to those who have given him support and rendered help.

The first version of this study was written as a doctoral dissertation in the University of Oxford which I attended from 1952 to 1955 as Euretta J. Kellett Fellow from Columbia College to Oriel College. The richest sources of research material were the libraries of the British Museum, the School of Slavonic and East European Studies of the University of London, the Royal Institute of International Affairs in London, the Bibliothéque de Documentation Internationale Contemporaine of the University of Paris, and the Internationaal Instituut voor Sociale Geschiedenis in Amsterdam.

Mr. F. W. D. Deakin, Warden of St. Antony's College, Oxford, under whose supervision the work was undertaken, gave me unfailing support and wise direction.
