The systematic and searching examination of the problem of Soviet imperialism which this volume provides contributes materially to sound appraisal of the Communist challenge. It would be difficult indeed to find an equally imposing array of talented and knowledgeable men such as those assembled by the School of Advanced International Studies for its conference on this topic. The papers which they presented, and which are reprinted here, offer an authoritative and objective review of the issues and problems of Communist imperialism. It is in many ways a sombre book, but if this is the case it is because both the facts of the present and the prospects for the future bear that hue.

Since the end of World War II, there has been much speculation about the real nature of the threat posed by the Soviet Union as the center of the world Communist movement. Was it perhaps more apparent than real, the product of imaginings inspired by unjustified fear or misunderstanding of the driving forces operating in the Soviet Union? We need to remind ourselves that these queries at one time may have seemed more reasonable than they do now. In the atmosphere of hopeful expectation which prevailed after the cessation of hostilities, there was a disposition to look wishfully for the best and to make accommodations to transgressions of the code of international conduct.

Whether it has meant confirmation or disillusionment, the passage of the years has brought a steady intensification of all aspects of the problem. At San Francisco in 1945 there was a flurry of irritation at the arbitrary fashion in which Moscow handled the Polish question; but there were also professions of good intentions and, in any case, the Soviet Union pledged itself to the Charter of the United Nations.
