The third annual Seminar Conference on Hispanic American Affairs at The George Washington University was held from July 2 to August 10, 1934. During this period the lectures contained in this volume were delivered. As in the two previous Seminar Conferences, the class consisted chiefly of advanced students. The order in which the lectures were originally given by the chief speakers has been changed to conform to the sequence indicated in the title. The lectures included in the Appendices were given at intervals rather than at the end of the course. Professors Rippy, Martin, and Cox have aided in reading their respective proofs. Others who have given assistance to the editor are Professor George Howland Cox, Mr. Raul d'Eca, and Miss Catherine Phelps. Mr. Henry W. Herzog, in charge of the University Press, has again borne the burden of guiding the manuscript through the various stages of printing. The index has been prepared by Mr. Raul d'Eca. Editorial work has been confined chiefly to securing uniformity of presentation.
