Any workable strategy must be carefully planned and decisively executed. A bad plan brilliantly executed frequently yields better results than a brilliant plan fumbled by inept leaders. But planning for victory is the cornerstone of victory; plans come first before execution.

In any such struggle for the world as that in which we are now engaged--a bitter struggle which can have only two ends, Victory or Defeat--there is one great danger. We may attempt to be strong everywhere. There are usually many ways of winning a war. The danger is that we may try to take them all. We must see the war whole.

This book is an attempt to do this. It cannot be considered in any sense a definitive attempt, but rather a sketch, an outline of the methods we shall have to adopt, the procedures we shall have to take, the strategy we shall probably have to implement if we are to win.
