In this short book, I have attempted first to discuss in general terms the nature of the security forces in newly independent states and their role in society, and then to illustrate these generalisations by direct reference to specific Commonwealth countries in Africa. All the forces concerned are still to some extent in the formative phase of their existence: firm conclusions therefore seemed imprudent.

The nature of the subject requires what may seem to some readers an undue reliance on oral evidence and impression. I am, therefore, particularly grateful to all those in Britain and in Africa who assisted my original study with information and suggestions and especially to the Trustees of the Nuffield Foundation who made an eight months' tour possible. All opinions expressed are my own and are not to be attributed to any official source.

Finally I should like to thank Professor Kenneth Robinson of the Institute of Commonwealth Studies, London University, for encouraging me to begin investigations in this field, which I hope to continue for some time.
