The purpose of this study is to discuss a momentous segment of industrial relations—namely, industrial disputes and their settlement. Previous books on the subject were chiefly concerned with descriptions of existing machineries for the settlement of labor disputes. The emphasis of the study presented here is laid upon an analysis of the basic problems and fundamental principles that underlie all adjustments of labor controversies. This is not to say that description is omitted in this book. The character, structure and procedure of the existing agencies, private and governmental, are discussed, the accuracy and applicability of the findings in the analytical parts of the study are thereby examined, and it is shown how the different methods were, or can be, put in practice. Since industrial disputes and their settlement are problems of a supra-national character, a few foreign systems and techniques also are discussed because they have been designed to solve questions that may be or may become momentous in the United States. Reference to the history of American or foreign machineries is made only where it bears upon current or potential events in the United States.

The study is designed not only as a text for students of labor problems and industrial relations, but it intends also to serve the practical needs of the men and women who have to organize new or to reform existing agencies, who have to do the actual work of settlement, who prepare themselves for the future performance of such activities, or who are interested in the problems of labor relations because they have to face them in their daily work.
