The issue of apportionment is one of the most important problems facing citizens of most of the states. It underlies many of the other problems of state government. Growing judicial concern with apportionment is evidence of a failure of the political process in many states. A political solution to the problem requires better understanding and more accurate information about apportionment, such as this book provides.

The Politics of Reapportionment grew out of a National Seminar for Teachers of Politics held in St. Louis in September, 1961, under the auspices of the National Center for Education in Politics (formerly the Citizenship Clearing House).
