This volume is a collection of basic Soviet legislation defining the political structure of the Soviet state, especially in its legislative, administrative, and judicial aspects. In addition to legislation, we have included the Rules of the Communist Party, which is technically separate from the Soviet state but which under Article 126 of the USSR Constitution is the "leading core" of all state organizations. We use the term "legislation" in the Soviet sense, as including not only acts of a legislature but also administrative decrees of a normative character.

Part One presents, in addition to the USSR and RSFSR constitutions and the Party Rules, legislation prescribing the organization and functioning of the legislative and administrative branches of government. Part Two contains legislation prescribing the organization and functioning of the procuracy, the judicial system (including social, economic, and administrative tribunals), and the legal profession.

Many of the documents included in this collection may be found in translation elsewhere; however, the translations are not uniform and some are not easy to obtain. Although we have consulted other translations, we have in all cases worked from the original sources and have attempted to achieve a uniform set of English equivalents for the language of Soviet legislation. Nine of the documents have not previously been translated.

The collection is intended both for study and for reference, especially in courses in Soviet government, Soviet law, the Soviet economy, and Soviet social institutions.

All documents are given as amended to October 1, 1968.
