A promise, given perhaps too casually at a meeting of the American Society for Public Administration, to deliver a series of lectures at the University of Alabama, has resulted in this book. It has had to be written in bits and at odd moments, and no doubt suffers also from an attempt to make both a book and a series of addresses. It is an effort to express appreciation of the distinguished program going forward at the University of Alabama under the direction of Professor Roscoe C. Martin.

The attempt here is to sketch something like a full-dimensional picture of public administration and thus to indicate its great, although subordinate, significance. The picture is not intended in any sense to be a defense of government, although it will often have that appearance. Rather, the purpose is to assert that government, particularly executive government, generally resembles this picture.
