In my introduction to the first (German) edition of this book, I wrote in the autumn of 1930: 'When considering the movement towards industrialization which took place in many parts of the world after 1914, it was natural that these developments should be ascribed largely to the effects of the War of 1914-18 and its immediate aftermath. The rest of the world found that its trade with Europe was seriously interrupted during the period of hostilities and this forced many countries to develop their own industries. It has sometimes been argued that the revival of European competition after 1918 would endanger the future of these industries.

'Others have argued, however, that the nature and scope of this process of industrialization outside Europe have been similar to the Industrial Revolution which occurred at earlier periods in the European countries. It has also been suggested that the speed of industrial growth has been quicker outside Europe because it has proved possible to take advantage of the prior experience of European countries. The result of this trend towards greater self-sufficiency on the part of certain overseas countries has been a reduction in their imports of some types of European manufactures.

'A critical appraisal of these two points of view involves a fresh examination of the whole problem of the growth of industrial economies. It is well known that this question was discussed in Germany in the early years of the present century, though from a point of view rather different from the one which we propose to adopt.
