Much has been written about education, especially since publication of the federal report, A Nation at Risk. A number of major studies have appeared, and the nation's press has been filled with reports of attempted reform from across the country.

In light of this broad concern about American educational quality, the Institute assembled a galaxy of experts to examine progress in efforts to implement reforms, but also to step back and reexamine the essential problem. As an interim report, this volume, unlike other studies, takes the problem to include all major levels in our educational system -- K-12 through professional school.

In approaching the problem, we decided it would be valuable to organize the project in the form of a dialogue between theoreticians and practitioners; and because we knew the study inevitably would include more of the former, we chose an eminent practitioner as editor. William J. Johnston was for a decade superintendent of one of the largest public school systems in the nation, the Los Angeles Unified School District, with 700 schools and 540,000 pupils. We also thought his experience managing an urban school system valuable for this study because of the special educational problems that exist in the inner city.

It is important to note also that because California is often at the leading edge of educational innovation -- both good and bad -- we encouraged Dr. Johnston to emphasize the California experience both in examinations of specific problems and in considering the state's own particular response to the educational reform movement.
