To the greatest extent possible I have relied on official sources for the texts of documents. However, in a few cases I have had to depend on unofficial sources which, for the most part, are accepted as authoritative. I have included the complete texts of some items because of their outstanding importance or their brevity, but in a number of instances I have omitted meaningless formal verbiage, especially introductory or concluding paragraphs of treaties, without indicating the omission.

In some documents I have omitted material either because it was repetitious or because it consisted of details not essential to an understanding of the basic significance of the document in question. In these cases, I have indicated omissions by the following devices: (1) the use of the standard dots; (2) bracketed statements either summarizing or describing the omitted material; or (3) the retention of the original number of an article or paragraph so that gaps in the numbering will indicate omission, e.g., Article 5 followed by Article 9. The citation of the source of each document enables the interested reader to check the original for omitted material.

I have made no alterations in the text of any document. Consequently, there is no consistency in such matters as spelling, punctuation, capitalization, and so forth.
