The Institute for Public Policy and Social Research at Michigan State University is pleased to be able to offer the third volume in its Public Policy Series. the first two volumes covered a broad range of policy issues, many of which have been the subject of vigorous debate and new legislative activity. This volume differs from the first two in that it focuses on the effects of the North American Free Trade Agreement (NAFTA) on a variety of public policy issues of concern both in Michigan and in the nation. the goal of the series continues to be to present the range of information needed by policy makers to understand the scope of various policy decisions. Each volume is designed to articulate the questions that need to be both asked and answered in order to shape sound policy. Karen Roberts and Mark Wilson of the editorial board deserve special recognition for organizing the conference on which this book is based, as well as for their key roles in bringing this volume to publication.
