This volume inaugurates a new series, The Sage Criminal Justice System Annuals. Each volume will focus on a theme or topic of current concern to professionals interested in the study and improved operation of criminal justice systems throughout the world—social scientists, law professors, public officials at both the research administration and policy-drafting levels, professionally oriented police officials and police science faculties, and a certain segment of the bar and the judiciary.

We are pleased that the first volume in this series should represent a significant interdisciplinary contribution to the literature on civil liberties, criminal procedure, constitutional law, judicial process and criminal law. Future volumes are planned on Drugs and the Criminal Justice System (1973), Proposals for Criminal Justice System Reform, the Judiciary System, and so on. Suggestions for future volumes will, of course, be welcomed from our readers.
