As an editorial writer and columnist for the Orange County Register, I write about what is in the news—and sometimes about subjects Register writers and editors think should be in the news—on a given day. The Register's editorial board does formulate an editorial agenda each year, highlighting issues we members think will be important or that should be important to our readers and to our overall mission of building the intellectual underpinnings of a free society. For the most part, however, journalists are driven by events and only on occasion will have the opportunity to step back and see patterns or a larger picture.

Therefore, as the story of the implementation of Proposition 215, the medical marijuana initiative California voters passed in 1996, unfolded, I covered it firsthand, getting to know many of the principals—some face to face, some as voices on the telephone. But I also wrote about local zoning and planning disputes; tussles in Sacramento and Washington; taxes; regulation; economic issues; environmental issues; political developments; the latest twists and turns in the Middle East, northern Ireland, Bosnia, Kosovo, and elsewhere; and cultural developments.

Insofar as there are patterns in the passage of medical marijuana initiatives and efforts to implement them, it took time for reflection and review to see them and to place them in some kind of context. By the . . .
