tHIS STUDY was begun as my doctoral dissertation at The University of Michigan. The customary expression of gratitude hardly suffices to convey my appreciation for the assistance given to me by my doctoral committee. Professors Lyle E. Craine, Morgan Thomas, Joseph E. Kallenbach, and Ferrel Heady, and Dr. Robert H. Pealy were patient and helpful throughout the writing of the dissertation. It was Professor Kallenbach who first aroused my interest in the American Presidency. I also owe a special debt to Professor Heady under whose direction the dissertation was written. His guidance and understanding greatly facilitated my task. This monograph has been published under the editorship of Dr. Pealy, an intelligent and friendly critic.
