Sandra Nelson is a library consultant, speaker, trainer and writer specialising in US public library planning and management issues. She has worked in both small and large public libraries and was chair of the Public Library Association's committee which developed the PLA results series, a family of library management publications.

Her co author, June Garcia, has over 30 years experience as a public librarian in the United States, including a year as president of the Public Library Association (1991-1992) and as a member of the ALA Council. She has been an active participant for the past 20 years in the Public Library Association's efforts to develop tools that will enable public librarians and trustees to effectively plan, measure and evaluate public library service.
