Information security requirements have become one of the primary concerns for today's banker. As one bank president recently told us, "I spend more on technology compliance than I do on all of the rest of my compliance areas put together."

Banks have been challenged as never before to formalize and demonstrate risk-based Information Technology controls aimed at safeguarding customer information. An avalanche of new regulatory guidance and at least a dozen IT examination programs were published between January 2003 and August 2004. During that 20-month period, regulators distributed 12 new IT examination booklets containing over 400 pages of IT risk and control primary guidance, with an additional 46 appendices aimed at specific technologies or banking operations functions.
