Community Development Center Plans Workshops, Certification

With increased interest in community development lending being shown on the part of the Clinton Administration, the Office of the Comptroller of the Currency, and the Federal Reserve, ABA's Center for Community Development is taking new steps to help banks improve their Home Mortgage Disclosure Act numbers and neighborhood reinvestment efforts. The center is directed by a steering committee chaired by Ronald Homer, president, Boston Bank of Commerce, and headed by Director C. Howie Hodges III.

Hodges gave a report on the center's accomplishments during its first year and its goals for next 12 months at the National Community Development Lending Conference, held in Reston, Va., in May.

Some of the programs to come:

* A community development lending certification program will be announced sometime in the next 12 months. This will be handled by the Institute of Certified Bankers, a unit of ABA, and will have the same components of the certification programs ICB already offers.

* A series of workshops on racial disparities in mortgage lending will be held in the fall.

* A downpayment assistance program that banks could offer borrowers is being looked into.

* In coordination with the National Bankers Association, the trade group for minority banks, the center is working to form a conduit that will help banks get loans sold through the secondary markets.

Hodges also reviewed some of the center's accomplishments:

* Published the Guide to Affordable Housing ideas and Resources. This gives definitions of housing terms as well as descriptions and contact information for housing groups, agencies, and other sources of help. …
