* In 2005, the Loma Linda University School of Public Health conducted an environmental health services delivery assessment of California's county and city health agencies.

* Directors were asked about major challenges faced by their departments.

* A lack of adequately qualified applicants was the challenge most often cited with respect to the workforce.

* A majority of directors said there were not enough qualified applicants to fill vacant posts.

* More than half of the respondents also reported that compensation and retention were challenges.

* California has a complex network of environmental health service providers.

* Local environmental health services may be provided by state agencies, local health departments, or a mixture of both.

* There are 62 local providers of environmental health services.

* They include environmental health departments, divisions, and service programs in 58 county and four city jurisdictions.

* Ten rural counties with small populations are provided with state-employed environmental specialists.

* State agencies that oversee the delivery of environmental health services include the California Environmental Protection Agency (Cal/EPA) and the California Department of Health Services (CDHS).

* California citizens also benefit from the efforts of personnel associated with

-- 35 air quality management districts,

-- 21 water quality management districts,

-- 55 county agricultural commissioners, and

-- 23 Occupational Safety and Health Administration (Cal/OSHA) enforcement districts. …
