Special education directors might support the implementation of the guidelines suggested in the article by:

* Identifying specific shortcomings of research from policy, administrative, and programmatic perspectives.

* Defining the research areas that are most critical and useful to them and their constituencies.

* Working with researchers to identify "successful practices" and potential sites for additional research activity.
