Delays seem to be as ubiquitous as budget cuts. It's hard to pick up a newspaper and not see either of these topics on the pages before you.

JTM is not immune to either. Our spring issue is a few months behind schedule. And, like you, we are looking for ways to reduce our costs.

One effort has been to put the JTM on the web. Just go to: and click on the JTM link on the left. The site is password protected; please use the following information to enter the site.

In our last issue, we asked if you had a preference how the Journal should be published: electronically or hard copy. The consensus was to provide hard copies of the Journal to subscribers, which we will do as long as we can continue to do so. We are conscious of the need to manage our resources appropriately. As such, we may revisit the issue in the years to come.

This volume has several great articles. Jones and Glisson explore whether or not cabotage laws provide for America's security. Swartz, Griffis and Cho review behavioral safety programs, and their overall effectiveness. Johnson, Bristow, McClure and Schneider studied the joy and frustrations of long distance truck drivers. Bart Jennings explored the use and role of private industrial railroads. …
